Programs of Strategic Emphasis Waiver
Overview
The Programs of Strategic Emphasis Waiver Program was created by the Florida Legislature and took effect in the Fall 2021 semester. Under this program, eligible undergraduate students whose primary major is either one of the eight eligible STEM programs or one of the programs selected for the critical workforce gap analysis category may receive a waiver for portions of their tuition and fees.
This program is often referred to as the "buy-one-get-one"(BOGO) waiver, meaning that for each course for which a student enrolls they receive another course of equal or lesser value at a discount.
To maximize this benefit for students and to ease the administrative burden for schools, the Florida Board of Governors guided schools to apply this waiver as a 50% discount to the tuition and fees for all eligible classes, rather than as a buy-one-get-one discount. This ensures that eligible students enrolled in just one or an uneven number of courses receive a greater benefit.
To qualify for the Programs of Strategic Emphasis Waiver, students must meet certain eligibility criteria, including:
- Classified as a Florida resident for tuition purposes.
- Working toward first bachelor’s degree.
- Earned at least 60 semester credit hours toward a baccalaureate degree within 2 academic
years after initial enrollment at a Florida public post-secondary institution.
- Initial enrollment is defined as the first registration in a public post-secondary institution after earning a high school diploma.
- The 60 semester credit hours must be earned/granted at a Florida public post-secondary institution.
- Dual enrollment from high school credits earned at a Florida public post-secondary institution count towards the 60-credit requirement if the student begins initial enrollment at a Florida public post-secondary institution.
- Students must be enrolled and accepted into a Program of Strategic Emphasis as adopted by the Board of Governors. This program must be the student's primary major. These are the current qualified programs:

The Programs of Strategic Emphasis Waiver has specific requirements to determine the waiver amount, including:

Only upper division courses, 3000-4000 level, required to complete the academic program are eligible.

Courses may be taken in the fall, spring, or summer terms. The waiver will only cover up to 110% of the number of required credit hours for the program.
- The 110% will be based on the number of credit hours required at the time that a student is admitted to the major, regardless of whether the number of hours required increases or decreases at a later point in time.
- If a student’s registration puts their total program hours over 110% of the required
hours, all eligible courses may not be covered by the waiver.
- For example: You registered for 8 upper level credits hours. 110% of your program hours is 144. Your registration brings your total program hours to 148 hours. Only 4 credit hours will be eligible for the waiver.
- If your term is only partially covered, this is your indication it is your last term of waiver eligibility.
- The waiver will be applied to all eligible courses\hours for a semester. Students will not be allowed to "bank" waiver hours for use in future terms.
- The waiver cannot be applied retroactively to prior terms.
- Courses classified as self-funded, or market rate are not eligible.
- The waiver will not be applied if a student’s tuition and fees are being covered/waived by any other statutory waiver (i.e. DCF, Homeless).
The Programs of Strategic Emphasis Waiver will not waive all tuition and fees. It does offer a discount toward eligible 3,000 or 4,000-level undergraduate courses. If granted, the waiver will cover 50% of:
- Tuition
- Tuition Differential Fee
- Student Financial Aid Fee
- Capital Improvement Fee
- Health Fee
- Athletic Fee
- Activity & Services Fee
- Technology Fee
- Transportation Fee
- Facilities Fee
- Green Energy Fee
- Pro-rated Flat Fees (calculated as a per credit rate based on total registered hours)
- Distance Learning Fees
- Lab Fees, Material & Supply Fees, and Equipment Fees
This list includes some of the tuition and fees that are not covered by the waiver. It is not a comprehensive list of all the fees that are not eligible:
- 1000 to 2999 (lower level) undergraduate courses tuition and fees
- Graduate level courses tuition and fees
- Tuition and fees for any self-funded or market rate course
- Tuition and fees covered by any other waiver
- Excess hours surcharges
- Repeat course surcharges
- Late registration fees
- Late payment fees
- Fees for books and supplies
- Other non-tuition related fees not explicitly stated in applicable tuition and fees list
Frequently Asked Questions
How do I apply for the waiver?
There is no application for the Programs of Strategic Emphasis Waiver. Â鶹ÃÛÌÒAV will identify eligible students based on academic records, major, and enrollment each term and will automatically apply the waiver to student accounts. If you feel that you meet eligibility requirements, but were not automatically identified for the waiver, then please contact the Office of the Registrar to request a review.
When will the waiver apply to my account?
Because the waiver is based on enrollment, it will not be applied until after the drop/add window for the term has closed. They are typically processed by the end of the second week of the term.
What happens if I change my schedule?
Because the waiver covers 50% of applicable tuition and fees for eligible classes, the waiver might need to be adjusted with schedule changes that impact your tuition/fee assessment.
Changes to your waiver are not automatic and may take 2-3 business days to reflect on your account in Student Self-Service.
What happens if I change majors?
Eligibility is determined at the time the waiver is to be applied to a student’s account. If a change in major occurs during the same term that a waiver was applied, they will lose eligibility for the current and future terms and the waiver will be removed from their account.
What if I'm double-majoring?
As long as the student's primary major is included in the list of eligible CIP's they will qualify for the waiver, even for courses that are not technically part of the primary major, but satisfy requirements for the secondary major.
Does Â鶹ÃÛÌÒAV’s Grade Forgiveness process impact my eligibility?
Grade forgiveness will change a student's earned hours and could affect a student's eligibility for the waiver. This could include removal of the waiver for prior terms.
How does the waiver affect my financial aid eligibility?
Like all resources, the Programs of Strategic Emphasis Waiver will reduce your overall need which may result in a reduction of need-based scholarships, grants, and loans. Please contact the Office of the Registrar for questions about your aid eligibility.
Who determines what is covered by the waiver and which programs are eligible?
Policies for the Programs of Strategic Emphasis Waiver are maintained by the Board of Governors of the State University System.
